Guidelines:
Make the Roux: In a saucepan over medium heat, melt the unsalted butter. Stir in the wheat flour and chili powder, cooking for about 1 minute to remove the raw flour flavor.
Add the milk: Gradually add the milk to the saucepan, stirring constantly to prevent lumps. Continue cooking, stirring, until the mixture thickens.
Add the cheese: Reduce the heat to low and add the grated cheddar to the pan. Stir until the cheese is completely melted and the sauce is smooth and creamy.
Dressing: If desired, add hot sauce to the cheese sauce for extra flavor. Stir well.
