In a separate bowl, blend the peanut butter and sweetened condensed milk. Stir in the vanilla.
Gently spread the peanut butter blend over the prepared base. Scatter the chocolate chips uniformly.
Use the remaining flour mixture to crumble over the chocolate chips.
Bake for a duration of 25-30 minutes until you notice a golden hue. Allow it to cool in the pan, then place on a rack.
Slice into individual bars and let the indulgence begin!
