Begin by seasoning the flank steak with salt and pepper, and in a large Crock Pot, combine the steak, bell pepper, onions, ginger, and garlic. Mix beef broth, soy sauce, brown sugar, rice wine vinegar, and sesame oil separately. Season with salt and pepper, then add to the Crock Pot.
